He did not order a Police Jammer. He ordered a Cell phone jammer from DealExtreme.com that just also happens to block the frequencies used by the police in the lower mainland. The radios provider to the emergency responders in BC by ECOMM operate around the 860Mhz range which is very close to what a cell phone operates at.
